Interpretation.

When an obstacle to union arises, energetic biting through will bring success. Obstruction may be due to an objector blocking the way. Deliberate obstruction does not vanish of its own accord and vigorous measures must be taken quickly to prevent harm. Judgement and punishment are required to deter or obviate it. However, it is important to proceed in the right way. Unqualified harshness and haste may be too violent for the necessary punishment, unqualified clarity and gentleness too weak. The two together create the just measure.
